What are Latches?

Latches are a kind of digital memory device, similar to flip-flops, but with one key difference: their stored logic state can change whenever a latch enable (or equivalent) signal is active. "Transparent" latches let the outputs mirror the inputs right away while the signal is active, unlike latches that only update the stored state when the signal is inactive.
